In this case study, the Bureau’s work was performed by highly trained subject matter experts. Frequently the role of “manager” was seen as sidetracking or even de-railing their technical career advancement. This situation resulted in numerous managerial vacancies, unwilling (and therefore ineffective) managers and failure to meet organizational performance standards which ultimately led to reduced funding.
